A coalition of six prominent Ethereum researchers has floated a bold new improvement proposal that would dramatically reshape the economics of staking. The draft proposal, known as EIP-8361, calls for a progressive burn of validator rewards as the amount of staked ETH grows, culminating in a complete halt of new issuance once the staked supply reaches approximately 60.25 million ETH — nearly half of Ethereum's total circulating supply. At current market prices, that threshold translates to roughly $112 billion worth of ETH locked in the consensus layer.

The proposal directly targets a growing unease within the Ethereum community about the trajectory of staking. Since the network transitioned to proof-of-stake in September 2022, the percentage of ETH staked has climbed steadily, driven by attractive yields, the rise of liquid staking derivatives, and the post-Shanghai ability to withdraw rewards and principal. While staking is essential for securing a proof-of-stake network, many researchers and developers worry that an ever-growing staked supply concentrates power in large exchanges and staking providers, undermining the decentralized ethos that has long been Ethereum's defining feature.

EIP-8361 is designed to pull the handbrake on that trend by making additional staking progressively less profitable. Rather than imposing a hard cap on the amount of ETH that can be staked, the proposal uses market incentives to discourage marginal stakers. As the staking ratio climbs, the protocol automatically burns a larger share of newly issued validator rewards. At the upper bound — when staked ETH reaches about 60.25 million — all new issuance would be burned, meaning validators would earn only transaction fees and priority tips. The burn is applied only to the protocol's new issuance, leaving user-paid fees and tips untouched, so validators still have a reason to participate, but the risk-reward calculus shifts significantly.

The mechanism is intended to be gradual and predictable. The proposal sketches a roughly two-year phase-in period, allowing the network to adjust smoothly without abrupt shocks to staking returns or the broader DeFi ecosystem. During the transition, the burn rate would rise in step with the staking ratio, giving stakeholders ample time to reposition. The authors argue that this gradual approach avoids the panic and capital flight that a sudden cap might trigger, while still sending a clear signal that Ethereum prefers a more distributed validator set.

Underlying the proposal is a fundamental question: how much staking is enough? In a proof-of-stake network, security is directly tied to the economic weight behind validators and the cost of acquiring a 33% or 51% attacking stake. More staked ETH generally means a more expensive attack, but it also means more ETH is locked up, potentially reducing liquid supply and increasing the influence of large staking operators. Ethereum's research community has long debated the optimal staking rate, with some arguing that 20-30% is sufficient for security, while others see no harm in higher ratios if the validator set remains diverse.

Proponents of EIP-8361 point to the rapid growth of liquid staking protocols, especially Lido, which now commands a significant share of staked ETH. They argue that high yields attract yield-seeking institutions and retail users who delegate to a handful of mega-pools, concentrating control in entities that may be subject to regulatory pressure or technical centralization. The burn mechanism would reduce yields, making staking less attractive to those who are only in it for the yield, while committed validators focused on transaction fee revenue remain.

Critics, however, see the proposal as an unnecessary intervention in Ethereum's market-driven economy. Some DeFi participants note that staking yields are already trending downward as more ETH is staked, and that the natural equilibrium may not require protocol-level changes. Others worry that burning new issuance could reduce the security budget or make Ethereum less competitive with other layer-1 networks that offer higher staking returns. There is also the question of precedent: if Ethereum can zero out issuance at a certain staking level, what stops future governance from altering that threshold or burning other parts of the supply?

Another point of contention is the interaction with existing Ethereum Improvement Proposals, particularly EIP-1559, which already burns a portion of base transaction fees. EIP-8361 would add a second burn mechanism focused on consensus-layer rewards. Some researchers have suggested that the two burns together could lead to a deflationary supply trajectory under certain conditions, which might have unpredictable consequences for monetary policy and price stability. The authors of EIP-8361 have responded that the burn is intentionally limited to new issuance and does not touch the fee burn, so the total supply impact remains relatively modest during the phase-in period.

Governance and timing are also in flux. The Ethereum community is still in the early stages of discussing the proposal, and it has not yet been formally scheduled for any network upgrade. Some developers have floated the idea of including it in the upcoming Hegotá upgrade, but the proposal's complexity and unresolved debates make that unlikely. More realistic is a later fork, possibly after several more roundtables and prototype testing. The researchers behind EIP-8361 have said they are open to amendments, particularly around the exact staking ratio thresholds and the speed of the phase-in.

The proposal arrives at a moment when Ethereum's roadmap is already packed with ambitious changes, including sharding improvements, verkle trees, and various execution-layer optimizations. The core developers have tended to prioritize incremental upgrades over sweeping economic redesigns, which could work against EIP-8361's chances in the near term. Yet the underlying problem of staking centralization is unlikely to disappear. Institutional players such as exchanges and asset managers continue to roll out staking services, and the Securities and Exchange Commission's evolving stance on crypto staking adds a layer of regulatory uncertainty that could either constrict or expand these services.

For everyday users and DeFi applications, a shift to zero issuance at high staking rates would have ripple effects. Liquid staking tokens like stETH would likely see their yields decline, potentially altering the calculations behind millions of positions across lending protocols and yield aggregators. Some DeFi projects have already built their entire value proposition around staking yields, and they may resist any change that compresses those returns. On the other hand, a more decentralized validator set could improve the credibility of Ethereum-based financial infrastructure, making it more resilient to censorship and collusion.

The proposal also renews attention on the concept of "ultrasound money," a meme popularized after EIP-1559 that framed Ethereum as a deflationary asset. EIP-8361, if fully implemented, would strengthen that narrative by capping and even reducing the net new supply of ETH. However, the authors caution that the goal is not to maximize price appreciation but to preserve the security and neutrality of the network. They argue that a smaller, more dedicated validator base is preferable to a larger but more concentrated one, even if it means lower total issuance.

As the debate unfolds, Ethereum researchers are also studying data from other proof-of-stake networks that have experimented with issuance curves or burn mechanisms. Cosmos, for example, has debated similar ideas around the maximum staking ratio, while Polkadot's nomination pools have created different incentive structures. Ethereum's unique position as the largest proof-of-stake platform means that any change to its issuance policy will be watched closely by the entire industry. If EIP-8361 advances, it could set a precedent for other networks seeking to balance security with decentralization.

Given the complexity of the issue, it is unlikely that EIP-8361 will be adopted without significant pushback and revisions. The Ethereum improvement process is deliberately slow, with formal standards, security reviews, and community consensus required before any change reaches mainnet. But the very existence of such a proposal reflects a maturation of the network's governance: after more than a decade of development, Ethereum is now grappling not with survival, but with the long-term architecture of its economic incentives. Whether EIP-8361 eventually ships or remains a research artifact, it has already forced a much-needed conversation about how much staking is too much — and what Ethereum should do when it gets there.
